Protection may be issued before audit or investigation. SIMA does not approve, score, audit, endorse, certify, or validate assets before protection issuance. A certificate gives the right to submit a claim and receive investigation. Evidence review and payout decisions happen later if a claim is submitted.

Wallet nonce and wallet verify are available now for identity. Quote-only economics are available for authenticated wallets. Protection purchase preparation is available for linked authenticated wallets. Protection activation review is available with ACTIVATION_REVIEW_REQUIRED status, but it does not issue certificates or approve claims. Certificate issuance preparation is available with PREPARED_NOT_ISSUED status, but it does not create a final production certificate or approve payout. Certificate finalization review is available with FINALIZATION_REVIEW_REQUIRED or FINALIZATION_BLOCKED status, but it does not issue certificates, approve claims, or authorize payout. Treasury payment destination lookup is available as a read-only architecture foundation. Treasury payment intent preparation is available with PENDING_PAYMENT status. Treasury payment evidence submission is available for review only, but final blockchain settlement verification remains a future step. Treasury settlement review is available with SETTLEMENT_REVIEW_REQUIRED status, but it does not perform independent on-chain finality checks, finalize certificates, or approve claims. Certificate record verification is available for authenticated callers. Certificate portfolio retrieval is available for authenticated wallet accounts. Claim intake preparation is available for authenticated wallets with wallet-owned certificates. Premium payment, certificate issuance, claim decision, treasury review, payout authorization, automatic protection, and transaction monitoring remain out of scope. Read-only claim status retrieval is available for authenticated wallet accounts.

Claim outcomes are FULL_PAYMENT or NO_PAYMENT only. FULL_PAYMENT is a decision that still requires treasury review before payout execution.

The quote API does not approve, audit, score, endorse, certify, or validate assets.

Protection purchase preparation does not collect payment, issue a certificate, mark an asset as protected, or approve assets.

Future premium payment flow: Quote, payment destination lookup, payment intent, premium payment, payment verification, certificate issuance, then protection active. Payment verification, premium collection, and certificate issuance are not implemented yet.

Treasury payment intent preparation returns payment instructions only. It does not verify payment, collect payment, issue certificates, or activate protection.

Treasury payment evidence verification is review-only. It does not perform final blockchain settlement, issue certificates, or activate protection.

Treasury settlement review accepts settlement evidence only. It does not perform independent on-chain finality checks, move funds, finalize certificates, approve claims, or perform payouts.

Protection activation review does not issue the final certificate or approve claims.

Certificate issuance preparation does not create final purchased coverage and does not approve claims.

Certificate finalization review does not issue certificates, create claim decisions, perform blockchain RPC finality checks, approve payouts, or execute transfers.

Production treasury wallet registration has a controlled bootstrap foundation. Current placeholder destinations marked TREASURY_ADDRESS_NOT_FINAL are not real payment instructions.

Certificate verification confirms record matching only. It does not approve claims or authorize payout.

Certificate portfolio endpoints return only records owned by the authenticated wallet account. They do not expose another wallet's certificates.

Claim intake prepares intake only. It does not approve claims, authorize payout, upload files, or create claim decisions. It starts the investigation path.

Claim status endpoints are read-only. They do not approve claims, determine eligibility, authorize payout, or expose admin investigation notes.
